Do You Need a Permit for a Block Container?

Short answer: Block containers used as temporary structures (construction site facilities, storage, temporary offices) generally do not require a construction permit in Kazakhstan. Important: Kazakhstan does not issue a standalone "construction permit" as a government service. Since 2015 a notification procedure applies: the developer submits a notification of commencement of construction and installation works to the State Architectural and Construction Control authorities (GASK) and receives a receipt. The scope of procedures depends on the responsibility level of the object.

Temporary vs Permanent Structures

Kazakhstan's construction regulations distinguish between capital construction (requiring full permitting, design approval and registration) and temporary/non-capital structures (which have simplified or no permitting requirements). Block containers and modular buildings are generally classified as non-capital structures because they are prefabricated off-site, not permanently fixed to a foundation (resting on point foundations rather than poured slabs), and designed to be relocatable.
