Kazakhstan combines local production with significant imports
According to WITS/UN Comtrade, in 2024 Kazakhstan imported prefabricated buildings under HS code 9406 worth approximately USD 57,3 million. The main sources by value are Russia and China. Turkey is also present, but its share is noticeably smaller.
A note on methodology
HS 9406 is a broad international commodity code for "prefabricated buildings". It covers more than just block containers and modular buildings. These figures therefore show the direction and scale of the market, but are not an exact volume of the container and modular segment.

How to vet a contractor
Before inviting a contractor to a tender, verify current licenses and categories, BIN / legal entity, experience on comparable facilities, the set of design sections, insurance / liability, the presence of an in-house crew and the list of works performed by subcontractors.

The market simultaneously quotes prices for an empty unit, a fully finished module, a building with engineering systems and a turnkey facility. That is why the Academy will publish a normalized cost index.

What must be compared alongside ₸/m²
VAT, frame thickness and protection, insulation, windows/doors, electrical, finishes, design loads, number of storeys, delivery, installation, foundation, external utilities, furniture and documentation. Without these fields, the price per square meter can be misleading.
The price index for multi-module systems includes only items whose product class has been confirmed. Converted shipping containers are counted separately.
